Availability and IPv6 support

Description

This is a SOCKS64 server package that enables SOCKS5/IPv4 clients to communicate with IPv6 hosts with the standard SOCKS5 protocol. It is based on the Internet Draft <draft-ietf-ngtrans-socks-gateway-02.txt>.
